The Property has been held by the City for utility purposes for many decades. The <br /> City's Reservoir No. 2 is located on the Property. <br /> B. Three City rights of way exist on the Property: Edwards Avenue, near the southern <br /> edge of the Property; a portion of Tulalip Avenue,generally near the eastern edge of the Property; <br /> and a portion of Sharon Crest Avenue, generally bisecting the Property. <br /> C. The above-named rights-of-way have been rights-of-way for many decades, open <br /> to the public and with the City's streets department maintaining them. <br /> D.
