Agreement No. WQC-2025-EverPW-00038 <br />WATER QUALITY COMBINED FINANCIAL ASSISTANCE AGREEMENT <br />BETWEEN <br />THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY <br />AND <br />CITY OF EVERETT <br />This is a binding Agreement entered into by and between the state of Washington , Department of Ecology, hereinafter <br />referred to as “ECOLOGY,” and City of Everett, hereinafter referred to as the “RECIPIENT,” to carry out with the <br />provided funds activities described herein. <br />Riverpoint Outfall Replacement <br />GENERAL INFORMATION <br />Project Title: <br />Total Cost: <br />Total Eligible Cost: <br />Ecology Share: <br />Recipient Share: <br />The Effective Date of this Agreement is: <br />The Expiration Date of this Agreement is no later than: <br />Project Type: <br />Project Short Description: <br />This project will improve water quality in the Snohomish River through design and future construction of stormwater <br />pretreatment and treatment devices near the South Outfall in the Riverpoint area in the City of Everett. When <br />constructed, this project will provide treatment for total suspended solids (TSS), oil (total petroleum hydrocarbons), <br />dissolved copper and zinc, and total phosphorus. <br />Project Long Description: <br />Under this agreement, the RECIPIENT will design pretreatment and treatment devices to treat stormwater runoff from <br />the Riverpoint area in the City of Everett before it enters Snohomish River. Land uses in the Riverpoint Area consist <br />mostly of light industrial and commercial operations. Untreated stormwater currently drains into a roadside ditch north of <br />Railway Avenue near Everett Avenue and flows into a 12-inch corrugated metal pipe that discharges to the Snohomish <br />River.
