Special action item for joint board review: <br /> <br /> <br />Proposed long term care move-in expense language <br /> <br />“While the LEOFF statute mandates coverage for medical expenses, there is no explicit legal requirement for the <br />Board to pay fees associated with moving into a long-term care facility unless it can be demonstrated that such <br />fees are directly related to the members medical care and are deemed medically necessary by the Board. These <br />fees are separate from monthly rent and medical care, typically covering initial services and administrative <br />expenses. <br />In recognition of the increasing cost and occurrence of move-in fees, the board finds it reasonable to allow <br />payment towards the cost of such fees when the members monthly long-term care costs fall short of the <br />Genworth Cost of Care Survey (Genworth) cap in the members first month of care. In this situation, <br />reimbursement for move-in fees will be automatically approved up to the Genworth cap. Any excess, medically <br />necessary move-in costs above the Genworth cap in the members first month of care may be submitted to the <br />board as an exception for reimbursement. <br />Examples where a move-in fee may be deemed medically necessary may include: <br />- The member requires a specific level of care in which specialized facilities are limited <br />- The members required level of care has outgrown the capacity of their existing facility <br />- The skilled nursing facility will no longer allow the member to remain under care due to behavioral <br />issues <br /> <br />It is expected that members conduct thorough research to identify a facility with a reasonable move-in fee, <br />considering skilled care level requirements and location of the facility to existing family, prior to submitting a <br />request to the board.” <br />
