The truck must be of the type that is necessary 2 <br />to perform the hauling duties required under the contract. The DBE receives 3 <br />credit for the value of the transportation services it provides on the Contract 4 <br />using trucks it owns or leases, licenses, insures, and operates with drivers it 5 <br />employs. 6 <br /> 7 <br />The DBE may lease additional trucks from another DBE firm. The DBE who 8 <br />leases additional trucks from another DBE firm receives credit for the value of 9 <br />the transportation services the lessee DBE provides on the Contract. 10 <br /> 11 <br />The trucking Work subcontracted to any non -DBE trucking firm will not receive 12 <br />credit for Work done on the project. 13 <br /> 14 <br />The DBE may lease trucks from a truck leasing company (recognized truck 15 <br />rental center), but can only receive credit towards DBE participation if the DBE 16 <br />uses its own employees as drivers. 17 <br /> 18 <br />DBE Manufacturer and DBE Regular Dealer 19 <br />One hundred percent (100%) of the cost of the manufactured product obtained 20 <br />from a DBE manufacturer may count towards the DBE COA Goal. 21 <br /> 22 <br />Sixty percent (60%) of the cost of materials or supplies purchased from a DBE 23 <br />Regular Dealer may be credited towards the DBE Goal. If the role of the DBE 24 <br />Regular Dealer is determined to be that of a Broker, then DBE credit shall be 25 <br />limited to the fee or commission it receives for its services. Regular Dealer 26 <br />status and the amount of credit is determined on a Contract -by-Contract basis. 27 <br /> 28 <br />DBE firms proposed to be used as a Regular Dealer must be approved before 29 <br />being listed as a COA/used on a project. The WSDOT Approved Regular Dealer 30 <br />list published on WSDOT’s Office of Equal Opportunity (OEO) web site must 31 <br />include the specific project for which approval is being requested. For purposes 32 <br />of the DBE COA Goal participation, the Regular Dealer must submit the Regular 33 <br />Dealer Status Request form a minimum of five calendar days prior to bid 34 <br />opening. 35 <br /> 36 <br />Purchase of materials or supplies from a DBE which is neither a manufacturer 37 <br />nor a regular dealer, (i.e. Broker) only the fees or commissions charged for 38 <br />assistance in the procurement of the materials and supplies, or fees or 39 <br />transportation charges for the delivery of materials or supplies required on the 40 <br />job site, may count towards the DBE COA Goal provided the fees are not 41 <br />excessive as compared with fees customarily allowed for similar services. 42 <br />Documentation will be required to support the fee/commission charged by the 43 <br />DBE. The cost of the materials and supplies themselves cannot be counted 44 <br />toward the DBE COA Goal. 45 <br /> 46 <br />Note: Requests to be listed as a Regular Dealer will only be processed if the 47 <br />requesting firm is a material supplier certified by the Office of Minority 48 <br />and Women’s Business Enterprises in a NAICS code that falls within 49 <br />the 42XXXX NAICS Wholesale code section. 50 <br /> 51
