Documentation of GFE must include copies of each DBE and non -DBE 4 <br />subcontractor quotes submitted to the Bidder when a non -DBE 5 <br />subcontractor is selected over a DBE for Work on the Contract. (ref. 6 <br />updated DBE regulations – 26.53(b)(2)(vi) & App. A) 7 <br /> 8 <br />Administrative Reconsideration of GFE Documentation 9 <br />A Bidder has the right to request reconsideration if the GFE documentation submitted 10 <br />with their Bid was determined to be inadequate. 11 <br /> 12 <br />• The Bidder must request within 48 hours of notification of being 13 <br />nonresponsive or forfeit the right to reconsideration. 14 <br /> 15 <br />• The reconsideration decision on the adequacy of the Bidder’s GFE 16 <br />documentation shall be made by an official who did not take part in the 17 <br />original determination. 18 <br /> 19 <br />• Only original GFE documentation submitted as a supplement to the Bid 20 <br />shall be considered. The Bidder shall not introduce new documentation at 21 <br />the reconsideration hearing. 22 <br /> 23 <br />• The Bidder shall have the opportunity to meet in person with the official for 24 <br />the purpose of setting forth the Bidder’s position as to why the GFE 25 <br />documentation demonstrates a sufficient effort. 26 <br /> 27 <br />• The reconsideration official shall provide the Bidder with a written decision 28 <br />on reconsideration within five working days of the hearing explaining the 29 <br />basis for their finding. 30 <br /> 31 <br />DBE Bid Item Breakdown 32 <br />The Bidder shall submit a DBE Bid Item Breakdown Form (WSDOT Form 272 -054) 33 <br />as specified in the Special Provisions for Section 1 -02.9, Delivery of Proposal. 34 <br /> 35 <br />DBE Trucking Credit Form 36 <br />The Bidder shall submit a DBE Trucking Credit Form (WSDOT Form 272 -058), as 37 <br />specified in the Special Provisions for Section 1 -02.9, Delivery of Proposal. 38 <br /> 39 <br />Note: The DBE Trucking Credit Form is only required for a DBE Firm listed on 40 <br />the DBE Utilization Certification as a subcontractor for “Trucking” or 41 <br />“Hauling” and are performing a part of a bid item. For example, if the 42 <br />item of Work is Structure Excavation including Haul, and another firm is 43 <br />doing the excavation and the DBE Trucking firm is doing the haul, the 44 <br />form is required. For a DBE subcontractor that is responsible for an 45 <br />entire item of work that may require some use of trucks, the form is not 46 <br />required. 47 <br /> 48
