Proposal for TEM Air Sampling
City of Everett |Everett, Washington
November 26, 2024 | Terracon Proposal No. P81247702
Facilities | Environmental | Geotechnical | Materials 1
DETAILED SCOPE OF SERVICES
1.0 PROJECT INFORMATION
We understand that the Client is requesting asbestos Transmission Electron Microscopy
(TEM) air sampling at the six-unit residential building located at 1211-1221 Hemlock Steet
(project area) in Everett, Washington.
We understand that the building on site has been used as a training facility for the Everett
Police Department and that intentional damage has been done to building materials in the
six-unit building as part of training exercises. In addition, asbestos-containing materials
within the building have been identified and were in areas adjacent to the training activities
in the building.
This scope of work was developed with the assistance of the following documents and
individuals:
Ms. Megan Munro, City of Everett
Photographs of 1211-1221 Hemlock Steet provided by the Client
2.0 SCOPE OF SERVICES
2.1 Asbestos Air Sampling
Terracon will collect up to 15 air samples for asbestos analysis (includes blanks). One to two
samples will be collected in each unit of the building. The specific number and location of
samples will be based on each unit’s size and configuration.
The air samples will be collected to assess the concentration of asbestos inside the building.
Air samples will be collected in general accordance with the aggressive sampling techniques
as described in 40 CFR 763 (AHERA), Appendix A to Subpart E. The samples (including
blanks) will be submitted to a National Voluntary Laboratory Accreditation Program (NVLAP)
accredited laboratory for asbestos fiber analysis by Transmission Electron Microscopy (TEM)
sampling Method: 7402 on a standard 5-day turnaround time.
Terracon will compare sample results to the AHERA criterion of 0.01 fibers per cubic
centimeter for post-abatement reoccupancy of K-12 schools.
2.2 Report Preparation
Terracon will prepare a written report that includes the following:
Project description and scope of work.
Summary of findings.
