Proposal for TEM Air Sampling <br />City of Everett |Everett, Washington <br />November 26, 2024 | Terracon Proposal No. P81247702 <br />Facilities | Environmental | Geotechnical | Materials 1 <br />DETAILED SCOPE OF SERVICES <br />1.0 PROJECT INFORMATION <br />We understand that the Client is requesting asbestos Transmission Electron Microscopy <br />(TEM) air sampling at the six-unit residential building located at 1211-1221 Hemlock Steet <br />(project area) in Everett, Washington. <br />We understand that the building on site has been used as a training facility for the Everett <br />Police Department and that intentional damage has been done to building materials in the <br />six-unit building as part of training exercises. In addition, asbestos-containing materials <br />within the building have been identified and were in areas adjacent to the training activities <br />in the building. <br />This scope of work was developed with the assistance of the following documents and <br />individuals: <br />Ms. Megan Munro, City of Everett <br />Photographs of 1211-1221 Hemlock Steet provided by the Client <br />2.0 SCOPE OF SERVICES <br />2.1 Asbestos Air Sampling <br />Terracon will collect up to 15 air samples for asbestos analysis (includes blanks). One to two <br />samples will be collected in each unit of the building. The specific number and location of <br />samples will be based on each unit’s size and configuration. <br />The air samples will be collected to assess the concentration of asbestos inside the building. <br />Air samples will be collected in general accordance with the aggressive sampling techniques <br />as described in 40 CFR 763 (AHERA), Appendix A to Subpart E. The samples (including <br />blanks) will be submitted to a National Voluntary Laboratory Accreditation Program (NVLAP) <br />accredited laboratory for asbestos fiber analysis by Transmission Electron Microscopy (TEM) <br />sampling Method: 7402 on a standard 5-day turnaround time. <br />Terracon will compare sample results to the AHERA criterion of 0.01 fibers per cubic <br />centimeter for post-abatement reoccupancy of K-12 schools. <br />2.2 Report Preparation <br />Terracon will prepare a written report that includes the following: <br />Project description and scope of work. <br />Summary of findings.
