EVERETT 2044 <br />URBAN FORM ELEMENT <br />PROPOSED GOALS/POLICIES/ACTIONS <br />Everett 2044 <br />Planning our future together <br />UF-58 Strictly limit the crossing of streams with streets or utilities. <br />UF-59 Prohibit creating new fish passage barriers and provide incentives to remove existing artificial <br />barriers. <br />UF-60 Protect riparian areas and riparian ecosystems by maintaining forested riparian buffers that <br />provide shade, soil stability, and fish food. <br />UF-61 Restore riparian areas that lack vegetation or are dominated by invasive species to increase the <br />diversity and complexity of native vegetative cover (a mix of native evergreen and deciduous <br />trees, understory shrubs, groundcover). <br />UF-62 Hazard trees in critical areas and their buffers may be removed with required tree replacement <br />or snag retention when safe. <br />UF-63 Piped stream segments should be day lighted during redevelopment where scientific analysis <br />demonstrates that substantial habitat function can be restored. <br />UF-64 Use the most current FEMA flood hazard modeling and maps as a basis for the City's flood <br />control regulations. <br />Developing with Nature <br />UF-65 <br />UF-66 <br />OF-67 <br />U F-68 <br />Require that development avoid and minimize adverse impacts to existing natural resources, <br />critical areas, and shorelines through site design prior to considering mitigation to compensate <br />for project impacts. <br />Maintain effective construction management standards to be applied both during and after <br />development that will prevent erosion, sedimentation, siltation, and damage to downhill and <br />downstream properties. <br />Coordinate transportation and stormwater system planning in areas with unimproved or <br />substandard rights of way to improve water quality, prevent localized flooding, enhance <br />pedestrian safety and enhance neighborhood livability. <br />Track and evaluate trends in watershed and environmental health using current and historical <br />data and information to guide improvements in the effectiveness of City plans, regulations, and <br />infrastructure investments. <br />U F-69 Constrain development in areas with limited access to reduce risk from hazards. <br />UF-70 Require geotechnical analysis for land use activities proposed within or adjacent to landslide, <br />seismic and erosion hazards to determine the extent of hazard, potential impacts, and <br />necessary mitigation measures to eliminate significant hazards. Prohibit or strictly limit <br />development in areas where significant hazard cannot be avoided. <br />U F-71 Develop hazard mitigation plans that reduce exposure of Everett's citizens to future disasters <br />or hazards (e.g , flooding, earthquakes, winds). <br />Action Plan <br />1.
