ILL:NI <br />Everett 2044 <br />Planning our future together <br />DD-61 <br />DD-62 <br />D D-63 <br />D D-64 <br />D D-65 <br />DD-66 <br />DD-67 <br />EVERETT 2044 <br />DESIGN AND DEVELOPMENT ELEMENT <br />PROPOSED GOALS/POLICIES/ACTIONS <br />Use incentives to encourage increased energy efficiency and the use of sustainable building methods <br />and materials, by offering priority permit review, partial building permit fee rebates, press releases <br />and awards. <br />Support the State's goal of building zero fossil -fuel greenhouse gas emission homes and buildings by <br />2031 <br />Promote the adaptive reuse of existing buildings recognizing the emission -reduction benefits of <br />retaining existing buildings instead of building new ones. When buildings are demolished, encourage <br />the deconstruction of buildings and reuse of salvageable material. <br />Reduce urban heat island effects through development, building, and infrastructure design. Permit the <br />development of green roofs, green walls, cool roofs, cool pavement, and landscaping tolerant to a <br />range of climate conditions in new developments. <br />Encourage site and building designs that make efficient use of water and manage stormwater as a <br />resource. <br />Reduce the negative impacts of light pollution by encouraging lighting design and practices that <br />reduce the negative impacts of Tight pollution, including sky glow, glare, energy waste, impacts to <br />public safety, disruption of ecosystems, and hazards to wildlife. <br />Encourage development approaches that will enhance the ability of people, wildlife, natural systems, <br />and property to withstand and recover from a natural disaster or other major disturbance. <br />HISTORIC PRESERVATION <br />DD-68 <br />DD-69 <br />DD-70 <br />D D-71 <br />D D-7 2 <br />DD-73 <br />Maintain Everett's Certified Local Government status and consult the Everett Historical Commission in <br />matters relating to the preservation of the city's diverse heritage. <br />Encourage the preservation, rehabilitation, and adaptive reuse of historic buildings, districts, and sites <br />that contribute to the distinctive character and history of Everett's evolving urban environment, with <br />the implementation of and updates to the historic resources code, project incentives, and educational <br />actions. <br />Collaborate with community partners and organizations to promote historic preservation, provide <br />informational resources to property owners, and encourage the use of state and Federal tax <br />incentives. <br />Survey and inventory historic resources as part of future sub -area or neighborhood planning projects, <br />with a focus on areas of anticipated growth and change. <br />Expand historic preservation inventories, regulations, and programs to encourage historic <br />preservation in areas that are underrepresented by current historic preservation efforts. <br />Work with Everett's diverse communities and partner agencies to identify, raise awareness and <br />protect places of historic and cultural significance to these communities. <br />11/26/2024 <br />DESIGN AND DEVELOPMENT ELEMENT <br />PROPOSED GOALS/POLICIES/ACTIONS <br />Page 6 <br />
