_I 1Lir�11 alI <br />Everett 2044 <br />Planning our future together <br />EVERETT 2044 <br />PARKS, RECREATION, OPEN SPACE ELEMENT <br />PROPOSED GOALS/POLICIES/ACTIONS <br />PR-11 1 Provide programs to encourage greater access to golf by underrepresented populations (e.g., women, <br />people of color, youth and disabled). For example, programs with First Tee, First Green, Audubon, etc. <br />PR-11.2 Promote multi -use of courses. <br />Goal 12: Provide a sustainable golf course enterprise that meets cost recovery goals. <br />PR-12.1 Operate and maintain facilities through the use of cost-effective public -private partnerships to ensure <br />economic self-sustainability. <br />PR-12.2 Maintain user fees at an affordable and competitive price point to make the sport accessible to all. <br />PR-12.3 Consider offering a range of food and beverage choices to appeal to golfers and the community at <br />large as a destination. <br />PR-12.4 Seek more partnerships (e.g., corporations, local businesses, schools, non -profits, utilities). <br />PR-12.5 Develop asset management plans and undertake master planning updates to create an overall vision <br />for long-term capital and equipment needs integrating multi -use concepts and revenue opportunities. <br />PR-12.6 Use alternative techniques to provide irrigation water to golf courses, e.g., groundwater wells and <br />stormwater facilities. <br />MAINTENANCE AND SAFETY <br />Goal 13: Use best practice industry standards and technology for maintenance of grounds, recreation <br />facilities, greenways, and special use parks that are sustainable, practical, and appealing. <br />PR-13.1 Develop and apply maintenance management plans and standards for parks, trails, play fields, <br />landscaped areas, forested areas, and recreation amenities consistent with the PROS Plan and <br />Department policies. Budget accordingly to meet the standards and frequencies expected. <br />PR-13.2 Develop a job -costing program for all tasks performed by maintenance staff to improve staff and <br />equipment productivity and management decisions Use maintenance cost information to help inform <br />park and trail design. <br />PR-13.3 Establish and maintain a preventive maintenance capital improvement program and equipment <br />resource program to increase the efficiency of operations and extend the useful life of park resources. <br />PR-13.4 Measure the operational impact of new capital improvements prior to development to secure <br />maintenance and operating funding commitment to avoid reducing maintenance standards and <br />resources at existing parks. <br />PR-13.5 Create standards for ADA, inclusion, safety, and security in the design and renovation of facilities. <br />PR-13.6 Ensure staff are trained on equipment, techniques, and protocols. <br />PR-13.7 Evaluate park facilities and maintenance practices to improve efficiency and safety. <br />PR-13.8 Encourage the community to give back to Everett parks. Promote Everett's pack it in, pack it out <br />initiative.
