No <br />expenditures, although some of the 2026-27 funding could be passed through the city to <br />consultants. <br />Project summary statement: <br />The proposed contract will accept a grant from the State of Washington in return for <br />performance of a scope of work attached to the contract as attachment A. <br />The first objective of the scope of work (2025, funded) is: <br />Review and update City of Everett policies, regulations, mitigation framework, and administrative <br />procedures related to protecting and restoring functions and values of streams and wetlands, <br />with a particular focus on salmon recovery. <br />The second and third objectives of the scope of work (2026-27, funding uncertain) <br />Review and update City of Everett policies, regulations, rules, and standards to make low impact <br />development principles and Best Management Practices the preferred and commonly-used <br />approach to site development, with a particular focus on specific principles and practices that <br />support salmon recovery. <br />Develop a wetland mitigation bank and/or fee in lieu program for projects that require mitigation <br />for impacts to water resources. <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to accept and sign all necessary documents and agreements for a $250,000 <br />salmon recovery planning grant. <br /> <br />City Council Agenda Item Cover Sheet
