The funding source for this project will be Fund 401 Water & Sewer Utility Fund. <br />The programmed available funding for the preliminary and final design of this project is <br />$3,500,000. <br />Project summary statement: <br />Periodic sewer flooding and uncontrolled combined sewer overflows into the Snohomish River <br />occur in the sewer catchment areas served by outfalls SRO7 and SRO8 and are influenced by <br />heavy precipitation events. These events violate the City’s National Pollutant Discharge <br />Elimination System (NPDES) permit issued by the Washington State Department of Ecology. <br />The current PSA Amendment 1 scoped and budgeted Jacobs Engineering Group Inc. to proceed <br />from preliminary into detailed design of a combined sewer overflow storage tank, and a diversion <br />pipe on a separate site. This Amendment No. 2 would authorize Jacobs Engineering Group Inc. to <br />complete design, continue design coordination with other City capital projects, and provide <br />additional support for permitting with WSDOT and BNSF. <br />This project will help bring the City into compliance with its NPDES permit for the SRO7 and SRO8 <br />basins. Subsequent projects may be needed to fully control CSO discharges at SRO7 and SRO8. <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to sign Amendment No. 2 with Jacobs Engineering Group, Inc. in the <br />amount of $309,641 (for total contract amount of $3,124,637). <br /> <br />City Council Agenda Item Cover Sheet
