Please note <br /> Planning cannot further review and/or approve these permits until the following comments have been addressed. <br /> 1. Critical Areas <br /> a. Wetland Rating.The Wetland Rating Summary for Wetland A appears to be inaccurate or lacking <br /> information. For accuracy purposes, please revise and see below. <br /> i. Please clarify the HGM classification of Wetland A. The report text describes this wetland as <br /> being Depressional (page 7 of the report),yet the Lake Fringe Rating Summary form was <br /> provided. Please provide a Depressional Rating Summary Form with figures if the Lake Fringe <br /> Rating Summary was used by mistake. <br /> ii. Assuming the wetland is a Lake Fringe wetland, Wetland A appears to rate as a Category II <br /> wetland with 21 points. Please see below: <br /> 1. Please revise page 1 if the Wetland has multiple HGM classes. Slope and Lake Fringe <br /> Wetland HGM classes appear to be indicated on page 4 of the Rating Summary. <br /> 2. Please provide the applicable figure numbers on page 2 of the Wetland Rating <br /> Summary. <br /> 3. Questions L2.1 and L5.1—Silver Lake is allowed to be used by motorized powerboats <br /> per EMC 8.44.020.There is no ban on gasoline or diesel motors. Per the Washington <br /> State Wetland Rating System For Western Washington: 2014 Update,Version 2.0, <br /> Questions L2.1 and L5.1 should be answered as "yes" <br /> 4. Question H1.5—Per the annotation on page 120 of the 2014 Wetland Rating System <br /> Manual, Version 2, Undercut banks are, "...present in Lake Fringe wetlands with a fringe <br /> of vegetation that overhangs an area of open water or aquatic bed for at least 33 ft <br /> along the shore." Undercut banks should therefore be selected as a special habitat <br /> feature per this annotation. <br /> b. Buffer Enhancement Areas.As noted in the Planning Director Decision for REVI23-103 (attached),the <br /> buffer enhancement planting area is proposed within City-owned property and will need to be relocated <br /> onto the same property as the proposed improvements. Please revise the Critical Areas Report& <br /> Mitigation Plan and the accompanying "Impacts and Mitigation Plan Map" dated November 6, 2023 to <br /> evaluate and depict an alternative buffer enhancement location within the property. As a note, since <br /> most of the buffer impacts are associated with Wetland A, potentially relocating a portion or all of the <br /> buffer enhancement areas adjacent to Wetland A may be a more feasible option. <br /> c. Critical Area Signage. With the installation of buffer enhancement plantings, please install Critical Areas <br /> signs per EMC 19.37.220.D around that area. Please show the location of proposed signs on the Critical <br /> Areas site plan. <br /> d. Critical Area Covenant. Please submit a completed, signed, and notarized Critical Area Covenant with <br /> Critical Area Site Plan. Do not record this covenant with Snohomish County until you are instructed to do <br /> so (after review). <br /> i <br />
