1.0 INTRODUCTION <br /> Wetland Resources, Inc. (WRI)completed a site investigation on April25, 2023,to locate jurisdictional <br /> wetlands and streams within 300 feet of the Charter Club Apartments clubhouse and the associated <br /> parking area located at 1701 1215, Street SE, Everett, Washington. The project area is <br /> approximately 0.7 acres in size and part of a larger, 8.57-acre parcel(Tax ID#: 28053000100900). <br /> The site is located by the Public Land Survey System as a portion of Section 30, Township 28N, <br /> Range 5E, W.M. and is a mapped within the North Creek sub-basin of the Cedar-Sammamish <br /> watershed, Water Inventory Resource Area (WRIA) 8. <br /> 1.1 SITE DESCRIPTION <br /> The project area is currently developed with the Charter Club Apartments Clubhouse, a pool, an <br /> associated parking area, and paved walking trails between the clubhouse, amenities, and eastern <br /> apartment buildings. Access to the site is from the south via 121s1 Street Southeast. A narrow strip <br /> of maintained lawn and ornamental plantings abut the existing development. Unmaintained <br /> portions of the site are forested with a canopy comprised of western red cedar Jhuja plicata), black <br /> cottonwood (Populus balsamifera), and red alder (Alnus rubra). The understory features a mixture of <br /> native shrubs and dense invasive species such as Himalayan blackberry (Rubus armeniacus), English <br /> holly(Ilex aquifolium),and English holly(Hedera helix).Topography of the site slopes downward,away <br /> from the existing development to the west, north, and east.
