Narrative Statement for Landscape Modification
Project Description: The proposed project involves several key modifications to the property:
1. Walkway Expansion:
o Adding an extra section to the current walkway, measuring 392 inches by 70
inches.
o The new section will beset 10 feet away from the city's main waterline.
2. Screening Installation:
o Planting a screening of Emerald Green Arborvitae 6 feet away from the water
line.
o The screening will follow the building envelope line.
3. Addressing Citation Issues:
o Resolving the current citation against the address (CE21-08730 and W2109-020)
by removing the existing concrete blocks that are in violation.
Modification Criteria: The proposed landscape modification will be evaluated based on the
criteria outlined in EMC 15.03.060 and must demonstrate consistency with at least one instance
from EMC 19.35.190.A.
EMC 15.03.060 - Criteria for Landscape Modifications:
1. Compatibility with Surroundings:
o The walkway extension and the planting of Emerald Green Arborvitae will
enhance the aesthetic appeal of the property while ensuring it remains harmonious
with the surrounding environment. The selected plant species are known for their
compatibility with the local climate and soil conditions.
2. Functionality and Safety:
o The walkway expansion is designed to improve pedestrian access and safety,
providing a well-defined path that is easy to navigate.
o The 10-foot setback from the main water line ensures no interference with
essential city infrastructure, maintaining both safety and functionality.
3. Environmental Considerations:
o The proposed screening will utilize Emerald Green Arborvitae, a species that
provides effective year-round screening, improving privacy while contributing to
the local ecosystem.
o The 6-foot setback from the water line ensures that the root systems will not
interfere with the city's water infrastructure, preserving its integrity.
4. Aesthetic Enhancement:
o The addition of the walkway and the structured planting of Arborvitae along the
building envelope line will enhance the overall aesthetic appeal of the property,
creating a visually appealing and cohesive landscape design.
5. Compliance with Zoning and Development Standards:
o The proposal complies with the zoning and development standards of Everett, as
the modifications are designed to meet all necessary setback requirements and
ensure compatibility with the existing urban fabric.
