Ted de Budden <br /> From: Ted de Budden <br /> Sent: Thursday, June 25, 2020 1:41 PM <br /> To: Eileen Hinkley <br /> Cc: Tony Lee; Terri Jorgenson; Steve Banks <br /> Subject: 3218 Lombard Ave. <br /> Hello Eileen, <br /> I am bringing the following matter to your attention for enforcement action. <br /> Inspection staff and I conducted an assessment of an old apartment building this morning with life safety hazards <br /> present. <br /> Contractors are currently working on the structure and have some of the permits required to make various repairs on <br /> the structure. <br /> Our concerns are that the electrical system, plumbing system, fire separation elements, and mechanical equipment are <br /> damaged, deteriorated and seriously compromised, most especially the electrical system. <br /> The equipment is "Unsafe as defined by code." <br /> The immediate and specific concern here is that portions of the building are occupied. <br /> Electrical inspector Banks has determined that multiple electrical services with damaged components are being used to <br /> provide power to the structure. <br /> Numerous other electrical hazards were observed including but not limited to: <br /> Multiple buildings and or properties being fed from multiple sources/services. Damaged or missing conduits, boxes and <br /> knockout seals exposing energized fused and unfused conductors presenting numerous unsafe electrical exposure and <br /> conditions. <br /> Damaged and missing fire separation elements were observed that present additional life safety hazard to the <br /> occupants. <br /> Additionally, guards and hand railings were observed missing that present fall hazards. <br /> Based on the inspection observations made today it is our position that this is an Unsafe Structure (IPMC 108.1.1) has <br /> Unsafe Equipment(IPMC 108.1.2) is Unfit for Human Occupancy (IPMC 108.1.3) and strongly recommend this structure <br /> be immediately condemned and vacated as defined and provided by code.
