Irrigation/ Watering <br /> Water shall be provided during the dry season (approximately July 1 through October 1) for at <br /> least the first growing season after installation to insure plant survival and establishment. The <br /> consulting biologist may amend this watering protocol within the yearly monitoring reports. <br /> Mulch <br /> Mulch shall be re-applied to new shrubs and trees during the spring maintenance visits for the first <br /> three monitoring years, unless otherwise recommended by the consulting biologist. Plants shall <br /> receive no less than 2 to 4 inches of woody mulch in individual mulch rings. Mulch shall be kept <br /> well away (at least 2 inches) from the trunks and stems of woody plants. <br /> General <br /> The Permittee shall include in general maintenance activities the replacement of any vandalized <br /> or damaged signs, habitat features, fences, or other structural components of this mitigation site, <br /> as well as debris/litter removal. <br /> 6.5 CONTINGENCY PLAN <br /> If 20% of the plants are severely stressed during any of the inspections, or it appears 20% may not <br /> survive, additional plantings of the same species may be added to the planting area. Species <br /> substitutions may be allowed if approved by a wetland biologist and/or City of Everett. Elements <br /> of a contingency plan may include, but will not be limited to: more aggressive weed control, pest <br /> control, mulching, replanting with larger plant material, species substitution, fertilization, soil <br /> amendments, and/or irrigation. <br /> 7.0 FUNCTIONS AND VALUES ASSESSMENT <br /> Pursuant to requirements set forth in EMC 19.37.100, critical areas reports shall assess impacts to <br /> any critical area or buffer. The following assessment is intended to compare the current and post- <br /> construction functions and values provided by Stream A and its buffer. The methodology for this <br /> functions and values assessment is based on professional opinion developed through past field <br /> analyses and interpretation. <br /> 7.1 EXISTING STREAM BUFFER FUNCTIONS AND VALUES <br /> Stream buffers in Western Washington perform a variety of ecosystem functions. Included among <br /> the most important are: flood/stormwater control, base flow/groundwater support, erosion/bank <br /> protection,water quality improvement,natural biological support,overall habitat function,specific <br /> habitat function, and cultural socio economical functions. <br /> Water Quality <br /> Vegetated stream buffers obstruct water flow, thereby decreasing water velocity, allowing <br /> infiltration into the soil, and reducing soil erosion potential.
