This new ordinance is necessary to program the additional funds needed for the <br />construction phase of the project. <br />This Ordinance will repeal Ordinance 3816-21, and authorizes the following appropriations to be <br />programmed: <br /> Design Phase (previously programmed) $ 39,600,000 <br /> Construction Phase (newly programmed) $111,200,000 <br /> Total Project Costs $150,800,000 <br />The total programmed available funding for design and construction of the project increased by <br />$111,200,000 and is now $150,800,000. <br />The funding sources for this project will be as follows: <br />WA State Department of Ecology Grant $ 3,765,955 <br />Fund 401 - Water and Sewer Utility $147,034,045 <br />Total source of funds $150,800,000 <br />The department is actively pursuing additional grants. If awarded, this will reduce the local <br />contributions to the project. <br /> <br />Project summary statement: <br />The former Kimberley-Clark Wastewater Treatment Plant is being re-purposed to serve as the City’s <br />future Port Gardner Storage Facility (PGSF) to meet the requirements of Ecology Agreed Order No. <br />11638, and bring Puget Sound Outfalls 4 through 7 into regulatory compliance by December 31, 2027. <br />The PGSF site improvements are being implemented in two phases; demolition and storage facility <br />construction. Design and demolition are complete, and facility construction is underway. <br /> <br />Recommendation (exact action requested of Council): <br />Adopt an Ordinance creating a Special Improvement Project entitled “Port Gardner Storage Facility” <br />Fund 336, Program 024, and repealing Ordinance No. 3816-21. <br /> <br /> <br />
