Out of said fund shal be paid the <br /> bonds, interest thereon and the entire cost of said improvement. <br /> Section 5: The cost and expense of such impro ement shall <br /> be defrayed by special assessments payable in ten ( 10) equal <br /> installments with interest thereon at the rate of n t more than <br /> seven (7%) per cent per annum under the mode of pa meet by bonds, <br /> ; <br /> as provided by law and the ordinances of said city.
