2.0 FACILITY ASSESMENT <br /> 2.1 Facility Layout <br /> The Nelson Petroleum facility includes retail fuel dispensing, bulk fuel storage and <br /> dispensing, and warehouse activities, The Site Plan and Facility Diagram (Figure 2) <br /> provide the general features and layout of the facility. The storage/warehouse building <br /> located on the central portion of the site. The warehouse building is constructed of wood <br /> framing with steel siding on a slab-on-grade concrete foundation. There are two canopies <br /> which shelter the fuel distribution locations; on the eastern public fueling station operated <br /> by Pac Pride, and the western bulk fueling facility operated by Nelson. The site is <br /> completely paved, and the areas below the canopies and above the underground storage <br /> tanks are paved with concrete. <br /> 2.2 Facility Description <br /> All fueling conducted by Nelson western portion of the property and is restricted to facility <br /> operating hours and is performed by facility employees. The Nelson facility is fenced and <br /> operates during normal business hours between 5 am and 5 pm Monday through Friday <br /> and locked at other times. <br /> There are five steel underground storage tanks (USTs) located on the western portion of <br /> the site as illustrated in Figure 2. The tanks include two 20,000-gallon USTs with Red <br /> Diesel, two 20,000-gallon USTs with Clear Diesel, and one 20,000-gallon UST with <br /> unleaded regular gasoline.There are also three above ground storage tanks (ASTs) on the <br /> site which are empty,cleaned, and closed in accordance with API recommended practices. <br /> The Pac Pride facility, on the eastern portion of the property,provides retail fueling on a <br /> 24-hour self-serve basis. The card-lock station includes one 12,000-gallon UST which <br /> stores Diesel fuel and two 5,000-gallon USTs used to store gasoline. <br /> All stormwater from the site is collected in a catch basin system which directs flow through <br /> a series of three oil water separators. The oil water separators discharge through a vault <br /> box equipped with a manual stop valve which is closed and directs the water to collect in <br /> a 4,500-gallon underground secondary containment vault. <br /> 2.3 Industrial Activity,Materials Inventory, and Associated Pollutants <br /> I <br /> There are no processes that occur at this facility that generate water. The majority of the <br /> hazardous materials at the site are associated with the distribution of fuels which contain <br /> petroleum hydrocarbon constituents. There is no truck washing conducted at the site, and <br /> vehicle fueling is conducted beneath canopies on concrete paved pads. Any spill which <br /> might occur would be observed and immediate control measures are implemented that <br /> retain the spilled material. <br /> i <br />
