1.0 FACITLITY DESCRIPTION AND CONTACT INFORMATION <br /> 1.1 Background <br /> This Interim Discharge Prevention Plan (IDPP) is prepared for the Nelson Petroleum, Inc. (Nelson) facility <br /> located at 9826 7th Ave SE Everett,WA.The facility currently has coverage under the Industrial Stormwater <br /> General Permit with the Department of Ecology WAR-124609. The City of Everett has required the <br /> preparation of this IDPP to address stormwater management activities prior to conversion to the discharge to <br /> sanitary sewer from the facility. <br /> The IDPP shall provide a temporary solution to prevent polluted stormwater from leaving the site. The IDPP <br /> shall also provide a temporary solution to limit all surface water discharges from leaving the site, apart from <br /> those that follow the overflow and notification procedures identified in the plan. The final solution shall be <br /> provided according to the Corrective Action Notice Case Number: CE 23-0368. <br /> 1.2 Facility Information <br /> The Nelson bulk fuel storage and distribution facility is located in a commercial portion of Everett,WA,on 7ffi <br /> Avenue,adjacent to South Everett Mall Way(SR 99),as illustrated in Figure 1.The area of industrial activity <br /> at the site exposed to stormwater is approximately 0.5 acres. Nelson leases the eastern portion of site to a retail <br /> gasoline company Pacific Pride Inc. (Pac Pride),and operates a bulk fuel facility on the western portion of the <br /> site. The south portion of the property is a warehouse leased to an auto parts distributor(1-800 Radiators). <br /> The property is divided into two separate grades; the upper 1/4 portion of the eastern site is located at street <br /> grade, (7h Avenue) and the lower fenced 3/4 portion of the site slopes down roughly 3 feet to the bordering <br /> property to the west. <br /> The general description of the surrounding facilities in each direction includes: <br /> • North by a building wall for the La Hacienda Mexican food restaurant and further to the north by South <br /> Everett Mall Way; <br /> • South by the building wall for The Salon,a day spa and hair stylist; <br /> • West by the building wall for a strip mall that includes pharmacy and various retail stores;and <br /> • East by 7th Avenue,and further east by an auto repair facility to the south,and a grocery store to the north. <br /> Latitude and Longitude coordinates: <br /> Latitude Longitude <br /> 47090'8608" -122022'3806 <br />
