1.0 FACITLITY DESCRIPTION AND CONTACT INFORMATION 1.1 Background This Storm water Pollution Prevention Plan (SWPPP) is prepared for the Nelson Petroleum, Inc. (Nelson) facility located at 9826 7th Ave SE Everett, WA in conformance with the United States Environmental Protection Agency (USEPA) Guidance Documentation for Storm Water Management for Industrial Activities. The State of Washington Department of Ecology (Ecology) developed statute RCW 90.48.12(2) and 90.48.240 which authorizes Ecology to issue Administrative Orders requiring compliance with the National Pollutant Discharge Elimination System (NPDES) and State Waste Discharge General Permit for Storm water Discharges Associated with Industrial Activity Permit. The facility currently has coverage under the Industrial Storm water General Permit WAR-124609. Permit conditions require preparation of this SWPPP to address stormwater management,best management practices,and monitoring of surface discharges from the facility. 1.2 Facility Information The Nelson bulk fuel storage and distribution facility is located in a commercial portion of Everett,WA, on 7"'Avenue, adjacent to South Everett Mall Way(SR 99), as illustrated in Figure 1. The area of industrial activity at the site exposed to stormwater is approximately 0.5 acres. Nelson leases the eastern portion of site to a retail gasoline company Pacific Pride Inc. (Pac Pride), and operates a bulk fuel facility on the western portion of the site. The south portion of the property is a warehouse leased to an auto parts distributor(1-800 Radiators). The property is divided into two separate grades; the upper '/a portion of the eastern site is located at street grade, (7th Avenue) and the lower fenced % portion of the site slopes down roughly 3 feet to the bordering property to the west. The general description of the surrounding facilities in each direction includes: • North by a building wall for the La Hacienda Mexican food restaurant and further to the north by South Everett Mall Way; • South by the building wall for The Salon, a day spa and hair stylist; • West by the building wall for a strip mall that includes pharmacy and various retail stores; and • East by 7th Avenue, and further east by an auto repair facility to the south, and a grocery store to the north. i Latitude and Longitude coordinates: Latitude Longitude 47°90'8608" -122°22'3806 i
