1.0 FACITLITY DESCRIPTION AND CONTACT INFORMATION <br /> 1.1 Background <br /> This Storm water Pollution Prevention Plan (SWPPP) is prepared for the Nelson <br /> Petroleum, Inc. (Nelson) facility located at 9826 7th Ave SE Everett, WA in conformance <br /> with the United States Environmental Protection Agency (USEPA) Guidance <br /> Documentation for Storm Water Management for Industrial Activities. The State of <br /> Washington Department of Ecology (Ecology) developed statute RCW 90.48.12(2) and <br /> 90.48.240 which authorizes Ecology to issue Administrative Orders requiring compliance <br /> with the National Pollutant Discharge Elimination System (NPDES) and State Waste <br /> Discharge General Permit for Storm water Discharges Associated with Industrial Activity <br /> Permit. The facility currently has coverage under the Industrial Storm water General <br /> Permit WAR-124609. Permit conditions require preparation of this SWPPP to address <br /> stormwater management,best management practices,and monitoring of surface discharges <br /> from the facility. <br /> 1.2 Facility Information <br /> The Nelson bulk fuel storage and distribution facility is located in a commercial portion of <br /> Everett,WA, on 7"'Avenue, adjacent to South Everett Mall Way(SR 99), as illustrated in <br /> Figure 1. The area of industrial activity at the site exposed to stormwater is approximately <br /> 0.5 acres. Nelson leases the eastern portion of site to a retail gasoline company Pacific <br /> Pride Inc. (Pac Pride), and operates a bulk fuel facility on the western portion of the site. <br /> The south portion of the property is a warehouse leased to an auto parts distributor(1-800 <br /> Radiators). The property is divided into two separate grades; the upper '/a portion of the <br /> eastern site is located at street grade, (7th Avenue) and the lower fenced % portion of the <br /> site slopes down roughly 3 feet to the bordering property to the west. <br /> The general description of the surrounding facilities in each direction includes: <br /> • North by a building wall for the La Hacienda Mexican food restaurant and further to <br /> the north by South Everett Mall Way; <br /> • South by the building wall for The Salon, a day spa and hair stylist; <br /> • West by the building wall for a strip mall that includes pharmacy and various retail <br /> stores; and <br /> • East by 7th Avenue, and further east by an auto repair facility to the south, and a <br /> grocery store to the north. <br /> i <br /> Latitude and Longitude coordinates: <br /> Latitude Longitude <br /> 47°90'8608" -122°22'3806 <br /> i <br />
