ECKER <br /> EES Project 2120-02 <br /> As discussed with and directed by the Washington State Department of Ecology (Ecology), EES <br /> Environmental Consulting, Inc. (EES) prepared the following recommendations to address Remedial <br /> Investigation (RI) data gaps discovered at the subject site (the "Site") during 2023. Supplemental Site <br /> characterization under the RI is a necessary precondition before proceeding with further remedy <br /> planning at the subject property(the "Property"),which was operated as a Shell-branded gasoline <br /> service station between 1955 and 1977 and as In & Out Texaco between 1988 and 2017.1 Additionally, <br /> continued limited operation of the existing soil vapor extraction (SVE) system is recommended as an <br /> interim vapor mitigation element during 2024, until vapor intrusion assessment findings under the RI <br /> and remedial action plans are more fully-developed. <br /> BACKGROUND <br /> The Property, located at 902 N. Broadway Avenue in Everett,Washington, was originally developed in <br /> 1955 as a Shell-branded automotive service and retail fueling facility.The Shell-branded fueling activities <br /> ceased in 1977, though the Shell-branded tenant continued to lease the Site until 1985. In 1988,the <br /> Property was redeveloped as the In & Out Texaco retail fueling station and convenience store. In 2017, <br /> the In &Out Texaco fueling infrastructure was decommissioned, and the property was redeveloped into <br /> its current configuration as a commercial/retail strip mall. <br /> Site investigation and cleanup activities have been conducted according to a voluntary agreement <br /> between NAP Management, Inc. (NAP) and Ecology. Following submittal of the 2016 RI Report, Site <br /> cleanup activities included decommissioning of the In & Out Texaco underground storage tank (UST) <br /> 1 The lease for the Shell-branded station ended in 1985. <br />
