Element 3: Control Flow Rates (2.1.3) <br /> The project is located west of the Cascade Mountain Crest. As such, the project must comply <br /> with Minimum Requirement 7 (Ecology 2012). <br /> Flow control measures during construction will not be implemented unless deemed <br /> necessary. Due to the very limited area of disturbance (0.11 acres), the anticipated short <br /> construction duration, the flat nature of the site, limited amount of earthwork, and the <br /> ability to disperse stormwater onsite over a vegetated area, temporary flow control <br /> measures will likely not be required. <br /> If BMPs are required to control flow rates, a temporary sediment trap may be used. <br /> • BMP C240: Sediment Trap <br /> TESC measures shall be implemented in the initial stages of construction once clearing <br /> limits are established and construction entrances are installed. The construction of <br /> stormwater retention or detention facilities must be done as one of the first steps in <br /> grading in order to control flow rates of stormwater runoff. The detention facitilties shall be <br /> inspected in order to assure they are functioning properly before constructing site <br /> improvements. In general, discharge rates of stormwater from the site will be controlled <br /> where increases in impervious area or soil compaction during construction could lead to <br /> downstream erosion, or where necessary to meet local agency stormwater discharge <br /> requirements (e.g. discharge to combined sewer systems). <br /> 9 <br />
