Technical Memorandum <br /> TO: Sean Story, PE, and Nathan Watson, PE, KPFF Consulting Engineers <br /> FROM: Tyler Cartwright, EIT, and Sean Gertz, PE <br /> DATE: December 15, 2022 <br /> RE: Summary of Geotechnical Engineering Services <br /> Port of Everett—Central Marina Fuel Dock Replacement <br /> Everett, Washington <br /> Project No. 0121058.010.013 <br /> Introduction <br /> This memorandum summarizes the results of geotechnical engineering services provided by Landau <br /> Associates, Inc. (Landau) in support of the Central Marina Fuel Dock Replacement project in Everett, <br /> Washington (site; Figure 1). Services were provided in accordance with the geotechnical scope <br /> outlined in the Subconsultant Services Agreement between Landau and KPFF Consulting Engineers <br /> (KPFF, project structural engineer), dated March 21, 2022. <br /> Project Understanding <br /> The Port of Everett (Port, project owner) proposes to replace a concrete fuel dock originally <br /> constructed in 1983. The dock is operated year-round and dispenses an average of 420,000 gallons of <br /> fuel annually. Clients include recreational boaters, fishing vessels, the Naval Station Everett, the City <br /> of Everett Police and Fire, the Washington Department of Fish and Wildlife, the U.S. Coast Guard, and <br /> the U.S. Coast Guard Auxiliary. <br /> The Port plans to continue using the existing fuel dock while a new dock is constructed in the project <br /> area shown on Figure 2. Central A and B Docks will be demolished to accommodate construction of <br /> the new dock. Dredging also may be required in the vicinity of the new dock; if required, dredging <br /> design will be completed by others. <br /> The new fuel dock will be supported by 24-inch-diameter, open-end steel pipe piles. The dock will <br /> move vertically on the piles, and the piles will provide lateral restraint of the dock. Pile axial resistance <br /> is not required. Based on bathymetry data in the Central Marina Phase 4 Dredging and G-Dock record <br /> drawings (Port of Everett 2020), Landau understands that the mudline elevation in the project area <br /> ranges from -12.25 feet (ft) to -16.25 ft, City of Everett datum. <br /> Regional Geology and Site Conditions <br /> Geologic information for the site and the surrounding area was obtained from the Geologic Map of <br /> the Everett 7.5-minute Quadrangle, Snohomish County, Washington (Minard 1985). Near-surface <br /> deposits along, and east of, West Marine View Drive are mapped as advance outwash, a unit that <br /> generally consists of clean sand with increased gravel content in its upper portions.
