Whereas said improvement can be made more economically if consolidated into one district, now therefore, THE CITY OF EVERETT Ib ES ORDAIN: Section 1: That Rucker Avenue from the north line of 42nd Street to the northline of 43rd Street be improved b grading to proper grade, clearing and grubbing, oznetruction of oncrete side- walks except on heavy fills, e ruction of plank wa ks where v concrete walks are not advisable, construction of cu bs and gutters , installtion of necessary drainage and doing all othe work necessary tomake a complete improvement, all the foregoing imp. ovements to be made according to the plans and specifications prepared under the direction of the city engineer, which plans and specifications are hereby adopted and approved. Section 2: That the cost and expense of such improvement including all necessary incidental expenses, shall b borne by and assessed against the property included in the as essment district herein created in accordance with law. The City of Everett shall not be liable in any manner for any portion of the costs and expenses of such improvement. Section 3: There is hereby established a Local Improvement District to be called Local Improvement District No. 351 which district shall include the following described property: "Lots 5 to 8 Inc. Block 23 , South park addition Lts 1 to 4 Inc. Block 23 , South park Addition."
