It was constructed in 1983-1984 and has been upgraded <br />and repaired many times since. The headworks structure needs complete replacement due to <br />ongoing and increasing internal structural degradation and process equipment deterioration. <br />Risks of replacement delay include City personnel injury, catastrophic process equipment failure, <br />and costly short-term repairs. <br />Headworks replacement is being implemented in two phases, engineering assessment and design <br />and construction. The estimated cost for the engineering assessment and design phase of this <br />project is $10,000,000. <br />Council approval of this ordinance will provide funding for engineering assessment and design <br />tasks.
