ORDINANCE NO. 2418-99 <br /> AN ORDINANCE Relating to the Unlawful Discharge of Lasers, Adding a New <br /> Chapter to the Everett Criminal Code, EMC Title 10. <br /> WHEREAS, the 1999 Washington State Legislature created a new crime of Unlawful Discharge <br /> of a Laser; and <br /> WHEREAS, The legislature has found that lasers are becoming both less expensive and more <br /> accessible in our technologically advanced society; and <br /> WHEREAS, a person who discharges a laser at the operator of a motor vehicle might cause an <br /> impairment of the safety or operation of the vehicle to the point of jeopardizing the safety of the <br /> public; and <br /> WHEREAS, lasers are also being used to intimidate and threaten other individuals; and <br /> WHEREAS, the City of Everett City Council deems it appropriate for the City Criminal Code to <br /> be consistent with state law in this area. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: A new chapter is added to the Everett Criminal Code, EMC Title 10, entitled <br /> "Unlawful Discharge of Lasers." <br /> Section 2: A new section is added to the Everett Municipal Code Title 10, to read as follows: <br /> The definitions in this section apply throughout this chapter unless the context clearly requires <br /> otherwise. <br /> A. "Laser" means any device designed or used to amplify electromagnetic radiation by <br /> simulated emission which is visible to the human eye. <br /> Section 3: A new section is added to the Everett Municipal Code Title 10, to read as follows: <br />
