Cc: Rick Q. Gilmore; Matt Welborn; JFr ii iikson; Kirk Brooks; Ron A. Berger; Jenniir —arhol; Brad Nelson
Subject: RE: Connection Charge - Special Case
118th
Jim, this approach works for the District for the property at 1204 PI. (property) which is currentlyowned
pp p p Y p p Y)
by Mr. Joseph Cannatta. The District's Sewer General Facility Fee for the Everett Basin for a building with a
5/8 * 3/4" water meter is $4,595.00. The District has a Side Sewer Inspection Fee of$480.00.
So, the District will work with Mr. Cannatta to provide sewer connection to his existing house and for payment
of the General Facility Fee to the District and also the Side Sewer Inspection Fee to the District. Once this GFC
fee is collected the District will forward to Everett one third of$4595.00 which is $1531.67 with the
understanding that:
1. The District will communicate to Mr. Cannatta that he only needs to deal with the District to obtain
sewer service and that the District will deal directly with the City. The City will communicate the same
to him. Should he continue to work with Kirk Brooks? Kirk can work directly with Rick Gilmore, District
Engineer, on this matter.
2. And, where do you care to have the District check sent for Everett Processing and how do you want
the payment to be identified as payment of this special Everett connection charge.
Please let me know the specifics.
Sincerely,
Patrick M. SE needs to connect to our sewer
system in order for you to provide them service. As I understand it,you will be charging this customer a connection
charge to connect to our system. This is acceptable to us as long as we are provided a fair share of the connection
charge. What is a fair share you might ask?
A "connection" charge is typically computed to recover the connector's share of the 1) collection, 2)
interceptor, and 3) treatment system that is going to be used to convey and treat the connector's sewage. So one
simplistic approach would be to allocate one-third of the connection charge to each of these three portions of the
system.
Based on the projected path of this address's sewage, it would flow through about a mile of Everett's collection
system (including two pump stations) to the interceptor system, and then to the treatment plant. Since Silver Lake
Water&Sewer District (SLWSD) has purchased capacity in the interceptor and treatment system, they could claim that
two-thirds of the connection charge should be retained by them. But, since their collection system is not being used by
the connector, and Everett's is, one-third of the connection charge should be sent to Everett to reflect this fact.
2 (7/
