u ORDIF'SC1 o. , An .Ordinance providing for the improvement of Rucker Avenue from the north line of l2th Street i o the north line of 10th Street by the construction of a six inch concrete pavement thirty feet wide , the construction of concrete curbs and six ft. concrete side-walks from the north line of the Heights Addition to the north line of 10th Street, also 10th Street from the west line of Grand Avenue to the west line of Rtacker Avenue by the .construc- tion of a six inch concrete pavement twenty-four feet wide, the construction of concrete curbs and five ft. concrete side-walks , intluding grading to proper grade, clearing and grubbing, installation of necessary drainage , removal of old lumber and all other work necessary to make a complete improvement, creating an assessment district, creating a local improvement district fund therefor, providing that payment for said improvement be made by special assessment on the property in said district under the mode of payment by bonds, and dividir.g said district into a main and enlarged district. Whereas, a petition of the owners of more than 60 of the lineal frontage and three-fourths of the area within the limits of said improvement has heretofore been filed with the Commissioner of Public Works any: said Commissioner of Public Works has found the things set forth in said petition to be true , and, Whereas, said Commissioner of Public Works has filed with the City Council all data and information in regard to said improvement as 'required by law, and , Whereas, said Commissioner of Public '`,corks has recommended to the City Council that said improvement petitioned for be made, and it appearing to the City Council that public convenience and necessity requires such improvement to be made ,
