Partners can be any of the eligible applicant types or a designated representatfve <br />of the site. <br /> Power level-to-park time fit: A scoring component calculated through the Mapping Tool. This <br />estfmates charger utflizatfon by estfmatfng dwell tfme and has distfnct calculatfons per type of <br />charger (Level 2 of DC Fast Charger). <br /> Project Labor Agreement (“PLA”): PLAs are pre-hire collectfve bargaining agreements negotfated <br />between one or more constructfon unions and one or more constructfon employers <br />(contractors/project owners) that establish the terms and conditfons of employment for a <br />specific constructfon project. <br /> Proposed Sites: A site where an installatfon is being proposed and is submitted for consideratfon <br />of award funding. <br /> Public Access: To be considered publicly available, an EV charging statfon must not be located <br />behind a fence or in a gated parking lot, such that the general public is unable to access or is <br />deterred from accessing during normal operatfonal hours for the site (generally excluding 10pm- <br />5am). Businesses may clarify their operatfonal hours and will be held responsible should actual <br />access does not align with this provision and may be asked to provide documentatfon supportfng <br />their operatfonal hours. Bus depot facilitfes include those owned and <br />operated by contracted services in contract with a public school or school district. <br /> Retail Electric Utilities: Any electrical company, public utflity district, irrigatfon district, port <br />district, electric cooperatfve, or municipal electric utflity that is engaged in the business of <br />distributfng electricity to retail electric customers in the state, per RCW 80.60.010. <br /> Rural: Populatfon density and land area criteria used for rural area assistance and other <br />programs as per the Office of Financial Management (wa.gov). <br /> Scoring: The process of assigning numerical values for each scoring criteria to determine <br />applicatfon priority. The scoring for this program is a combinatfon of scores derived from the <br />Mapping Tool and other site or project characteristfcs. <br /> Site: Developed real property substantfally under the common control of a single entfty serving <br />residents/employees/customers/guests for a common purpose. <br /> Site Readiness: How ready the design for an installatfon is for constructfon, including any <br />required design and permitting approvals and preparatfon for constructfon. <br /> Stub-out (make-ready): A complete “stub-out” installatfon includes all the panel upgrades, <br />trenching, conduit, and wiring (collectfvely referred to as the customer-side make-ready), <br />needed for a new EVSE to be installed later without any additfonal constructfon work.
