Frozen material should <br /> not be used, and fill should not be placed on a frozen subgrade.A sample of each material type should be <br /> ' submitted to the Geotechnical Engineer for evaluation prior to use on this site. <br /> 3 Material provided must be specified to be less than 5-percent passing the #200 sieve for the portion of <br /> material passing the#4 sieve. <br /> 4.
