April 30, 2024 <br />David Evans and Associates, Inc. <br />703 Douglas Fir Dr. <br />Magnolia, TX 77354 <br />Subject: Acceptance FYE 2023 ICR – Cognizant Review <br />Dear Marie Fuzzell: <br />We have accepted your firms FYE 2023 Indirect Cost Rate (ICR) of 176.24% of direct labor (rate <br />includes 0.86% Facilities Capital Cost of Money) based on the “Cognizant Review” from Oregon <br />Department of Transportation (ODOT) who accepted the audit performed by Moss Adams, LLP. <br />This rate will be applicable for WSDOT Agreements and Local Agency Contracts in Washington <br />only. This rate may be subject to additional review if considered necessary by WSDOT.
