Per WA RCW 82.04.4496 and RCW <br />82.12.020, the price of the buses is exempt from sales tax. <br />Project summary statement: <br />Everett Transit continues to face challenges with the reliability of its Proterra battery <br />electric buses, which make up nine of its current fleet of nineteen electric buses. Issues <br />have worsened following Proterra's Chapter 11 bankruptcy filing in late 2023. In 2024, <br />Phoenix Motors took over the Proterra business line, yet they have struggled to supply the <br />necessary parts and services to keep these buses operational. Currently, only four of the <br />nine Proterra buses are in service, and we do not anticipate a return of any of these buses <br />to functional status. Sadly, it appears that all of them will be out of service well before they <br />reach the end of their useful life. <br />Considering this high failure rate and lack of adequate support, Everett Transit has sought <br />waivers from our grant funding partners, the Federal Transit Administration and the <br />Washington State Department of Transportation, requesting to be released from the <br />obligation to keep these buses on its active roster. <br />To maintain Everett Transit’s commitment to reliable transit service, staff are proposing <br />the purchase of seven reconditioned Gillig buses through Complete Coach Works (CCW). <br />Five buses have already been successfully deployed from CCW, and they are performing <br />exceptionally well. These vehicles offer significant value and can be on the road within six <br />months. <br />The seven reconditioned buses will be purchased through a Washington State Department <br />of Enterprise Services contract #06719-01/EVT #2021-121, which allows for purchases <br />from competitively awarded contracts instead of soliciting bids on our own. <br />Recommendation (exact action requested of Council): <br />Award and authorize the purchase of seven reconditioned Gillig Buses from Complete <br />Coach Works using the Washington State Department of Enterprise Services contract <br />#06719-01/EVT #2021-121 for a total of $2,140,989.55. <br />
