EXHIBIT D <br />DESCRIPTION OF PROJECTS <br />Water System Projects: <br />• [Reserved] <br />Sewer System Projects: <br />• Port Gardner Storage Facility (PGSF). This project will redevelop the former Kimberly- <br />Clark Industrial wastewater treatment plant to provide temporary storage and control of <br />combined sewer outflows and a regional treatment system for urban stormwater runoff. <br />• PGSF West Marine View Drive (WMVD) Combined Conveyance Improvements. This <br />project is one of the conveyance projects related to the PGSF program. It includes the design <br />and construction of new large diameter storm and combined sewer pipelines and manholes <br />and rehabilitation and replacement of a water main for combined sewer. <br />• 36th Street Combined Sewer Outflow (CSO) Control. This project will control and <br />eliminate combined sewer flooding at 36th Street and McDougall Avenue to reduce CSO <br />discharges at the Snohomish River Outfalls. The project will build a large underground <br />storage tank and associated pipe infrastructure for storage of excess combined storm and <br />sewer flows. <br />• Water Pollution Control Facility (WPCF) Headworks Replacement. The headworks <br />structure at the City of Everett's WPCF is a key piece of wastewater treatment infrastructure <br />for the City and the surrounding region. The headworks structure needs complete <br />replacement due to internal structural degradation and process equipment deterioration. <br />Storm &Surface Water Drainage System Projects: <br />• The Port Gardner Storage Facility (PGSF) and PGSF West Marine View Drive <br />Combined Conveyance Improvements Projects. These projects are components of the <br />Sewer System Projects. Refer to Sewer System Projects section for project details. <br />
