CITY OF EVERETT
EVERETT Planning
WASHINGTON
Planning Director Decision
Project name: 2310 Virginia Detached Accessory Dwelling Unit
Project File No.: REV123-020
Applicant: Jeff and Sara Feinberg
Project Location: 2310 Virginia Ave
Zoning: R-2, Single-Family Detached Medium Density
Riverside Historic Overlay
OVERVIEW
The property is zoned R-2 (single-family detached medium density) and in the Riverside Historic Overlay
Zone. The approximately 6,000 square foot lot is developed with a single-family residence and a detached
accessory building. The existing, approximately 3,400 square foot, single-family residence is a
contributing structure to the historic overlay. The applicant proposes to demolish the existing accessory
building and construct detached, 880 square foot,ADU. A 200 square foot second-story deck is proposed
attached to the ADU. The proposed structure will be located at the rear of the property.
BACKGROUND
The proposed detached Accessory Dwelling Unit(ADU)and associated site improvements at 2310 Virginia
Ave came to the Historical Commission for design review on June 27, 2023. The Commission reviewed
the proposal and made a recommendation of approval to the Planning Director with the following
conditions:
1. Revise the plans to incorporate vertical sliding windows (i.e., double hung) that are consistent
with the Guidelines, instead of the currently proposed horizontal sliding windows.
2. Revise the plans to include an elevated front porch consistent with the Guidelines.
3. Submit code compliant construction level drawings.
After the meeting, the applicant agreed to revise the plans to include vertical sliding windows instead of
horizontal sliding windows and code compliant constructions level drawings are required prior to building
permit issuance. However, revising the plans so that the base height of the ground floor of the ADU is
several steps above ground level would require the applicant to redesign the ADU. The proposed height
of the ADU is approximately 23',which is within 1' of the 24' height limit per EMC 19.22.020. Raising the
ground floor to be several steps above ground level cannot be accommodated without either exceeding
the height limit or flattening the roof pitch. The Guidelines require a minimum 6:12 roof pitch and a 6:12
roof pitch is currently proposed.
The project came back to Historical Commission on July 25, 2023, for review of the deviation from the
"Entries" section of the Riverside Neighborhood Conservation Guidelines and Historic Overlay Zone
Standards, which requires the base height of the ground floor to be several steps above the ground level.
O2930 Wetmore Ave, Ste 8-A 425.257.8731 planning@everettwa.gov
Everett, WA 98201 O 425.257.8742 fax O everettwa.gov
