CITY OF EVERETT <br /> EVERETT Planning <br /> WASHINGTON <br /> Planning Director Decision <br /> Project name: 2310 Virginia Detached Accessory Dwelling Unit <br /> Project File No.: REV123-020 <br /> Applicant: Jeff and Sara Feinberg <br /> Project Location: 2310 Virginia Ave <br /> Zoning: R-2, Single-Family Detached Medium Density <br /> Riverside Historic Overlay <br /> OVERVIEW <br /> The property is zoned R-2 (single-family detached medium density) and in the Riverside Historic Overlay <br /> Zone. The approximately 6,000 square foot lot is developed with a single-family residence and a detached <br /> accessory building. The existing, approximately 3,400 square foot, single-family residence is a <br /> contributing structure to the historic overlay. The applicant proposes to demolish the existing accessory <br /> building and construct detached, 880 square foot,ADU. A 200 square foot second-story deck is proposed <br /> attached to the ADU. The proposed structure will be located at the rear of the property. <br /> BACKGROUND <br /> The proposed detached Accessory Dwelling Unit(ADU)and associated site improvements at 2310 Virginia <br /> Ave came to the Historical Commission for design review on June 27, 2023. The Commission reviewed <br /> the proposal and made a recommendation of approval to the Planning Director with the following <br /> conditions: <br /> 1. Revise the plans to incorporate vertical sliding windows (i.e., double hung) that are consistent <br /> with the Guidelines, instead of the currently proposed horizontal sliding windows. <br /> 2. Revise the plans to include an elevated front porch consistent with the Guidelines. <br /> 3. Submit code compliant construction level drawings. <br /> After the meeting, the applicant agreed to revise the plans to include vertical sliding windows instead of <br /> horizontal sliding windows and code compliant constructions level drawings are required prior to building <br /> permit issuance. However, revising the plans so that the base height of the ground floor of the ADU is <br /> several steps above ground level would require the applicant to redesign the ADU. The proposed height <br /> of the ADU is approximately 23',which is within 1' of the 24' height limit per EMC 19.22.020. Raising the <br /> ground floor to be several steps above ground level cannot be accommodated without either exceeding <br /> the height limit or flattening the roof pitch.
