McBryan, P.E�LW <br />This memorandum presents transportation analysi(of Community Transit's (CT's) proposed renovation <br />and expansion of its Merrill Creek facility, which is located at 7100 Hardeson Road in the City of Everett <br />(City). This analysis provides a description of the proposal, traffic and parking data collected at the site, <br />and analysis of current and future conditions without and with the proposed project. This analysis is <br />intended to support permit applications with the City of Everett. <br />1. Project Description <br />CT has two bus bases and an administration building located within the City. The Merrill Creek site <br />houses the Merrill Creek Operating Base (MCOB), as well as the Merrill Creek Administration Building, <br />which serves as the current administrative headquarters for CT. The project site location and vicinity are <br />shown in Figure 1. CT's other Everett facilities, known as the Kasch Park Operating Base (KPOB) and <br />Kasch Park Casino Road (KPCR) are located about three miles southwest of the site and house vanpool, <br />customer service, marketing, commuter bus services, facilities, and distribution functions. <br />The changes proposed at the Merrill Creek site are intended to accommodate expected growth in the <br />transit fleet size and the associated changes to employment needed for that growth. The combined site <br />improvements are proposed to accommodate the planned relocation of some employees within the site <br />after the administrative headquarters and related functions are relocated to the KPCR facility. The <br />Merrill Creek Administration Building will be renovated and converted into a new operator facility and <br />operator functions will be relocated from the MCOB building. The project would accommodate 30% <br />growth in CT's level of service and staffing compared to current (fall 2020) conditions. The following <br />describes the existing site and proposed changes. <br />1.1. Site Description <br />The MCOB (Figure 2) occupies most of the site and serves as the primary maintenance, operations, <br />dispatch, and storage facility for CT transit buses. It consists of large areas of transit bus parking and <br />circulation, fleet vehicle parking, the existing 87,065-square foot (sf) Operations Building (constructed <br />in 1997), and employee parking (totaling 325 full-size spaces plus 4 motorcycle spaces) north and west <br />of the building. In the eastern central portion of the MCOB site, there is a single -story 4,560-sf bus wash <br />building, a single -story 4,350-sf fuel facility building (both constructed in the mid 1990's), and an on - <br />site physical therapy and wellness center (known as the Employee Maintenance Center (EMC)) in a <br />modular building just south of operations building. <br />The two-story 26,400-sf administration building (constructed in 1998), located on the southeastern <br />corner of the site, houses executive offices and other administrative functions including: public affairs <br />and communications; finance and accounting; purchasing; planning and development, and information <br />technology. There are four modular buildings (constructed in 2008 and totaling 5,680 sf) located to the <br />west of administration building and connected with a fabric canopy structure. The administration <br />building has a parking lot located to the south and east of the building with 111 spaces. <br />Email communication, L.
