Community Transit - Merrill Creek Facility <br />Renovation - Transportation Analysis <br />heffron <br />transportation inc <br />The Merrill Creek site has three access driveways on Hardeson Road. The northernmost driveway <br />provides access to the MCOB employee parking lot and north side of the maintenance building and is <br />currently used by maintenance employees, coach operators, transportation administration dispatch, human <br />resources and training staff. The central access driveway (located opposite Shuksan Way) serves as the <br />primary entry for transit buses, while the southernmost driveway serves as the exit for transit buses and <br />also as the access for those destined to and from the Administration building. All driveways are stop -sign <br />controlled at their intersections with Hardeson Road. <br />Based on existing staffing information provided by CT, a total of 693 employees are assigned to the <br />Merrill Creek site: 117 assigned to the administration and modular buildings, and 576 assigned to the <br />maintenance building. It is noted that, due to the ongoing COVID-19 pandemic, most of the 117 <br />administration employees were working from home at the time of this analysis. In addition, transit <br />service and operations staffing are between 85% and 88% of pre -pandemic levels. However, CT has <br />directed that the current reduced -level of operations should be assumed as the baseline to evaluate the <br />impact of the planned future growth. As a result of the COVID-19 pandemic, the majority of <br />administrative employees are working remotely so, in order to provide a comparison to future with - <br />project conditions, administration employee trips were estimated assuming that those employees would <br />return to working from the site once the pandemic is over. <br />1.2. Proposed Changes <br />The administration building is proposed to be renovated and expanded with new vestibules on the north <br />and south and an addition on the west for a total of 2,335 sf of additional floor area. Four existing <br />modular buildings (5,680 sf) and canopy would be demolished. The EMC would be relocated into the <br />southwest corner of the remodeled administration building. Paved areas to the south and west of the <br />administration building would be re -striped for employee parking, providing a total of 335 spaces. <br />Construction on the administration building is planned to commence in Spring 2022 after a separate <br />project at KPCR is complete and staff moves out of the administration and modular buildings. <br />The Vehicle Maintenance (VM) area of the MCOB building would be expanded, adding approximately <br />19,500-sf to accommodate anticipated growth in coach fleet size at the base. The addition to the western <br />side of the building would expand a mezzanine, accommodate 6 additional maintenance bays, and <br />relocate the body shop and paint booth from their existing locations. The northern and western portions <br />of the site now used for MCOB employee parking would be repaved with concrete to accommodate <br />transit bus storage and circulation. Employee parking north of the maintenance building would be <br />reduced to the 88 full-sized spaces and 4 motorcycle spaces in the lot at the northeast corner of the site. <br />A large number of MCOB employees would be re -assigned to the administration building when its <br />renovation is complete. The MCOB portion of the project also includes modifications to the existing bus <br />wash building roof structure and to the fuel facility's fascia height to provide clearance for double- <br />decker buses, as well as modifications to plumbing and other mechanical systems. No changes to the <br />site access driveways are proposed; Figure 3 shows the proposed site improvements. All site <br />improvements are planned to be complete by 2025. <br />The planned employee re -assignments would result in 119 employees assigned to the maintenance <br />building and 467 employees assigned to the administration building, resulting in a total of 586 <br />employees at the Merrill Creek site. Those values were increased by 30% to reflect anticipated future <br />growth made possible by the expansion project. With that growth, 155 employees are expected to be <br />assigned to the expanded maintenance building and about 608 employees (including about 510 coach <br />operators) would be assigned to the renovated and expanded administration building. In total, the <br />Merrill Creek site is projected to have 763 employees accounting for re -assignments and growth, <br />reflecting an increase of 70 employees compared to the current site condition (693 employees).
