Community Transit — Merrill Creek Facility <br />Renovation — Transportation Analysis <br />2. Background Conditions <br />heffron <br />transportation iric <br />This section of the report presents the existing and future conditions without the proposed project. The <br />impacts of the proposed project were evaluated against these base conditions. The proposed project and <br />staff re -assignments are planned to be complete by 2025; however, the City of Everett typically requires <br />traffic analyses to evaluate a horizon year that is no earlier than six years from the date of the completed <br />project application.2 Since project applications are expected to be submitted in 2021, year 2027 was <br />selected as the horizon year. <br />The following sections describe the existing roadway network, traffic volumes, traffic operations, and <br />parking. The three existing site access driveway intersections were identified for study during the PM <br />peak hour based on the anticipated project -related changes in traffic expected. <br />2.1. Roadway Network <br />The following describes roadways in the site vicinity and shown previously on Figure 1. The functional <br />classification for each is based on the City of Everett's Comprehensive Plan- Transportation Element.3 <br />Hardeson Road is a northwest -southeast Secondary (or Minor) Arterial connecting Merrill Creek <br />Parkway on the northwest to the State Route (SR) 526 underpass, where it becomes 5`h Avenue W. Near <br />the project site, it has three lanes (one in each direction with a center, two-way left -turn lane) with <br />bicycle lanes, curbs, and sidewalks on both sides. Its intersections with Merrill Creek Parkway to the <br />north and 75`h Street SW -Sievers Duecy Boulevard to the south are signalized. The posted speed limits <br />adjacent to the site is 35 miles per hour (mph). <br />Shuksan Way is a local street that extends east from Hardeson Road about 1/3-mile where it dead -ends <br />east of Associated Boulevard. It provides access to nearby industrial and warehouse properties located <br />east of the CT site. The roadway has three lanes (one in each direction with a center, two-way left -turn <br />lane) with curbs and sidewalks on both sides. Its approach to Hardeson Road is stop -sign controlled. <br />The City of Everett's adopted 2021 to 2026 Six year Transportation Improvement Program' was <br />reviewed to determine if any proposed transportation improvements could affect any of the site access <br />intersections. No projects are listed that would change the roadway configuration or intersection <br />operations at the site driveways. A future SR 526 / Hardeson Road interchange project is being led by <br />the Washington State Department of Transportation (WSDOT) but is not expected to affect the roadway <br />adjacent to the site. Based on this review, the existing roadway and intersection channelization and <br />operating conditions were assumed to remain unchanged for the year 2027 analysis. <br />2.2. Traffic Volumes <br />Existing Hardeson Road Traffic <br />Traffic analyses were performed for the PM peak hour of the adjacent roadway network. To capture the <br />existing traffic conditions, including current trip generation at the CT Merrill Creek facility, new traffic <br />counts were performed at all three site access intersections from 4:00 to 6:00 P.M. on Wednesday, <br />October 28, 2020. CT staff indicated that Wednesdays typically have higher numbers of maintenance <br />staff at the MCOB than during other weekdays. Based on the count results, the PM peak hour of the <br />adjacent roadway network occurs from 4:00 to 5:00 P.M.
