Community Transit — Merrill Creek Facility <br />Renovation — Transportation Analysis <br />heffron <br />transportation inc <br />Due to the ongoing COVID-19 pandemic and its influences on work patterns and reductions in <br />commute traffic, the new counts were compared to historical daily and PM peak hour counts available <br />from Snohomish County and the City of Everett. A 48-hour machine count was performed by <br />Snohomish County on Hardeson Road south of Merrill Creek Parkway on April 17 and 18, 2018. Figure <br />5 shows that 2018 traffic volumes on Hardeson Road follow the traditional commuter patterns where <br />volumes have a peak in the morning, a higher afternoon peak, with lower volumes midday. The volumes <br />counted on Hardeson Road just north of the MCOB from 4:00 to 5:00 P.m. in October 2020 were about <br />8% lower than the volume during the same time in April 2018. The new 2020 counts were also <br />compared to PM peak period turning movement counts performed by the City of Everett at the <br />Hardeson Road / Merrill Creek Parkway intersection on October 24, 2018. The October 2020 volume <br />north of MCOB was about 12% lower than the October 2018 count at Merrill Creek Parkway access. <br />These results are consistent with comparison of other recent counts in the region that have shown 2020 <br />PM peak hour volumes are about 10% lower than pre -pandemic conditions. <br />Figure 5. Most trips <br />are generated by the transit buses that are dispatched daily for service throughout the region and their <br />operators (bus drivers). Bus operators typically arrive at the base very early in the morning and most buses <br />leave the base prior to the morning commute hours to begin commuter routes. A portion of those buses <br />(such as those that do not provide all -day service) return to the site midday before leaving again for <br />afternoon service. Buses return to the base in the evening after daily service is complete. Buses are cleaned <br />and serviced overnight and prepared for next -day service. Typical traffic patterns for transit bases reflect <br />bus and shuttle operators arriving in personally -owned vehicles (POVs) between 4:00 and 6:00 A.M., some <br />arriving and departing midday between 1:00 and 3:00 P.M., and most departing after 7:00 P.M.
