STORM DRAINAGE OPERATIONS& MAINTENANCE MANUAL AUGUST 18,2023 <br /> 28TH PLACE INDUSTRIAL 2 <br /> INTRODUCTION <br /> This Operations and Maintenance Manual provides detailed information and guidelines on the proper <br /> maintenance of the on-site storm drainage system.The Manual has been based on the requirements <br /> of the City of Everett Drainage Manual and the 2012/14 Department of Ecology Stormwater Manual <br /> (DOE Manual). Inspection and maintenance requirements may change in the future, and this manual <br /> does not exempt this facility from any future changes in inspection and maintenance requirements. <br /> A copy of the operation and maintenance manual shall be retained on-site or within reasonable <br /> access to the site and shall be transferred with the property to any new owner. <br /> DRAINAGE NARRATIVE <br /> Drainage from the site will be collected in two pre-manufactured filter systems and discharged to the <br /> local ditch systems. The access point will sheet flow through a Compost Amended Vegetated Filter <br /> Strip (CAVFS). <br /> FACILITY MAINTENANCE RESPONSIBILITY <br /> Mina Properties, LLC its successors and assigns are the responsible party for maintenance of storm <br /> drainage facilities on the site. All storm drainage features within the right-of-way will be maintained <br /> by the City. <br /> FACILITY DESCRIPTIONS <br /> The following are drainage items in this system and a description of their function: <br /> Storm drainage pipe: Conveys runoff underground from one point to another. On this site, 12" <br /> diameter CPEP storm pipe. <br /> Catch Basins: A structure used to collect surface water and direct it to a storm drainage pipe. <br /> They can also be used as junctions between runs of storm drainage pipe. Catch basins are larger <br /> concrete structures; rectangular or round. In this case,the catch basins will be pre-manufactured <br /> storm systems. The catch basin maintenance is included as well as manufactured medial filters. <br /> Compost Amended Vegetated Filter Strip: This system takes sheetflow runoff and routes it <br /> through an amended topsoil filter to provide runoff treatment. <br /> Energy Dissipaters: A feature that disperses concentrated flow to prevent erosion. <br /> Contech Filter: A premanufactured treatment system using cartridges filled with a treatment <br /> media that filters runoff as it passes through. <br /> MAINTENANCE REQUIREMENTS <br /> The text below provides general guidelines for the maintenance of facilities and a description of <br /> specific requirements for on-site facilities. Where applicable, the standard DOE Manual <br /> maintenance standards are referenced. The DOE Manual can be located on-line for reference at <br /> the Department of Ecology website. <br /> DWH/srm <br />
