SD&C
PO Box 413, White Salmon, WA 98672
September 26, 2023
Don Cunningham
Code Enforcement Officer
Permit Services
3200 Cedar Street
2nd Floor
Everett, WA 98201
Phone (206)459-5775
This Interim Discharge Prevention Plan (IDPP) has been prepared to respond to the City of Everett
Corrective Action Notice Case Number: CE23-0368 dated 4/7/2023 for the Nelson Petroleum
(Nelson) Property located at 9826 7th Ave SE in Everett, WA (Facility). This plan has been
prepared using the professional oversight, survey, and design review of Pace Engineering, and
Slotta Design and Consulting (SD&C). The IDPP is proposed to be implemented during the
conversion from stormwater discharge to the sanitary sewer at the site.
On June 14, 2023 Nelson terminated the stormwater discharge from the operational portions of
the facility by closing the oil stop valve. The stormwater collects in a 4,500-gallon underground
vault which is no longer required for secondary containment from the above ground storage tanks.
The non -operational areas, including the roof drains from the adjacent shopping mall, located to
the west of the property, and northeastern located storm drain are not interrupted and continue to
discharge to the drainage swale located off -site to the west.
As interim practice, Nelson is monitoring the volume of water collecting in the underground vault
and disposing the water off site. During the recent rain approximately 2,500 gallons of water
which collected in the vault was disposed off -site using a subcontractor Marine Vacuum Service.
If you have any questions concerning the Interim Discharge Plan or the facility, please contact
SD&C at (206) 459-5775 or Kory DeMun, Facility Coordinator with Nelson Petroleum Inc. at
(425) 353-9701.
Sincerely,
SD&C
L' S.
