might occur would be observed and immediate control measures are implemented that
retain the spilled material.
Fuel loading/unloading areas are potential sources of pollutants as summarized in Table 3.
Unless an uncontrolled spill event occurs, no petroleum hydrocarbons have a reasonable
potential to be released from the facility. Routine operations at the site are not prone to
equipment failures sufficient to release a significant quantity of hazardous material.
Facility personnel are trained to conduct daily inspections of the tanks for leaks.
Table 3
Areas of the Site Where Potential Spills Leaks Could Occur
Location I Associated Pollutants I Outfall
Nelson Petroleum —
Storage and Distribution
of Fuel
- Truck Operation /
Fuel and Oil
- Sheet flow of water
from NE to SW
- Turbidity, oil, tire
and brake copper
Pac Pride — Cardlock
Distribution of Fuel
- Sheet flow of water
from NE to SW
- Turbidity, oil, tire
and brake copper
Gasoline, Diesel, Oil, and
Kerosene
Turbidity, oil, tire and brake
copper and zinc
Gasoline, and Diesel Fuel,
Oil and hydraulic fluid
Turbidity, oil, tire and brake
copper and zinc
Oil Water Separator 2 or 3
Oil Stop Valve Box
4,500-gal containment vault
Periodic manual discharge
to sanitary sewer
Oil Water Separator 1
Oil Stop Valve Box
4,500-gal containment vault
Periodic manual discharge
to sanitary sewer
2.4 Areas of Site Where Potential Spills/Leaks Could Occur
The facility has not had a reportable spill within the past three years (<5-gallons).
Information regarding reportable spills are recorded using a form attached to the IDPP.
Figure 2 illustrates the specific outfalls from each of the storm drainage collection vaults
at the site. All surface water from the site is collected in one of the oil/water separators
and the 4,500 gallon containment vault.
Distribution trucks hauling fuel oil could have spill on any part of the facility but especially
at locations where fueling transfer operations occur at the fueling racks. The transport
fueling nozzle beneath the bulk fueling canopy is required to be stored in the fueling pump
to inhibit drips and leaks. The truck loading fueling nozzles are to be stored above fuel
collection buckets to capture drips. The buckets are to be trained into a storage drum prior
to being reprocessed by Nelson. A spill collection kit located beneath the canopy which
employees are trained to utilize in the event of a spill. The kit contains adsorbent, pads and
booms.
