March 19, 2025 <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:32 p.m., March 19, 2025, <br />by President Schwab. <br /> <br />Upon roll call, it was found that Mayor Franklin, and Council Members Zarlingo, Fosse, Rhyne, <br />Vogeli, Tuohy, and President Schwab were present. Council Member Bader was excused. <br /> <br />Council Member Zarlingo led the Pledge of Allegiance. <br /> <br />Council Member Rhyne recited the land acknowledgement. <br /> <br />The minutes of the March 12, 2025 meeting were approved. <br /> <br />MAYOR <br /> <br />Mayor Franklin attended the Yale Mayor’s Leadership Conference and the CEO Caucus in <br />Washington D.C. Mayor provided a reminder that the State of the City is next week, and <br />reiterated that March is Women’s History Month. She also stated that March is National Social <br />Worker’s Month and thanked City employees for their work in providing services to those in <br />need. <br /> <br />Council Member Tuohy read and issued, on behalf of Mayor Franklin, a proclamation <br />acknowledging March 2025 as Youth Art Month. <br /> <br />Council Member Tuohy invited Andrea Aguilar to speak and accept this proclamation. <br /> <br />PUBLIC COMMENT <br /> <br />The following members of the public spoke: Timothy Chipman. <br /> <br />COUNCIL <br /> <br />Vice President Zarlingo attended the Snohomish County Law and Justice meeting, and the Puget <br />Sound Regional Transportation Policy Board <br /> <br />Council Member Rhyne attended the Lowell Neighborhood Association Meeting. <br /> <br />President Schwab stated Budget Committee will continue their earlier conversation during this <br />Council meeting at the end of the agenda, requested Administration to provide comment on <br />Consent Item 5, and he will be proposing four amendments to the Comprehensive Plan during <br />the briefing. <br />
