YMCA Recreational Community Center Traffic Impact Analysis
7. ACCESS ANALYSIS
The site has access to Colby Avenue to the east and Rucker Avenue to the west. The access to
Colby Avenue already has a two-way-left-turn-lane at the access location. Rucker Avenue is a 2-
lane roadway with 25 feet of pavement. The volume of traffic to the site from Rucker Avenue
turning into the site is unlikely to warrant any left-turn storage needs.
To ensure there is adequate sight distance at both accesses, GTC recommends that street parking
either side of the entrance onto Colby Avenue be restricted for 40 feet either side of the access and
foliage limiting sight distance within the sight distance triangles be removed. There is also one
section of the frontage along Rucker Avenue that is not fully improved and the City of Everett will
determine the extent of improvements required along this portion of the frontage.
All intersections surrounding the development block are two-way stop-controlled intersections,
with no existing crosswalks. The only intersection to be affected by more than 50 PM Peak-Hour
trips is the site access/48th Street at Colby Avenue.
8. TRAFFIC MITIGATION FEES
The City of Everett traffic mitigation fee is $2,400.00 per PM peak-hour trip. The development is
anticipated to generate 81 new PM peak-hour trips, resulting in traffic mitigation fees of$194,400.
9. CONCLUSIONS
The YMCA Recreational Community Center development will replace the existing use on-site.
The proposed YMCA development will generate 1,096 new daily trips and 81 new PM peak-hour
trips. The development is proposed to have access to Colby Avenue and Rucker Avenue in
approximately the same location as the existing driveways. Both site accesses are anticipated to
operate at acceptable levels of service. The traffic mitigation fees for the development are
$194,400.
It is recommended that street parking be limited within 40 feet of either side of the access along
Colby Avenue to maintain clear sight lines.
Gibson Traffic Consultants, Inc.
