TRAFFIC VOLUMES <br /> Count data at the study intersections was collected by the independent count firm Traffic Data <br /> Gathering (TDG) and GTC staff. The existing turning movements at the study intersections are <br /> shown in Figure 3. The 2021 baseline traffic volumes were determined using the City of Everett's <br /> expected growth rates for Colby Avenue, which is an annually compounding growth rate of 2.3%. <br /> The 2021 baseline turning movements at the study intersections are shown in Figure 4. The 2021 <br /> future with development traffic volumes were calculated by adding the development's trips to the <br /> 2021 baseline traffic volumes. The 2021 future with development turning movements at the study <br /> intersection are shown in Figure 5. The traffic volume calculations are included in the attachments. <br /> 6. LEVEL OF SERVICE <br /> The analysis of the study intersections has been performed using the Sl.7ichro 9.1, Build 903 <br /> software. The level of service analysis utilizes a future year of 2021 to be consistent with the City <br /> of Everett guidelines; however, the development is anticipated to be occupied prior to 2021.
