TRAFFIC VOLUMES Count data at the study intersections was collected by the independent count firm Traffic Data Gathering (TDG) and GTC staff. The existing turning movements at the study intersections are shown in Figure 3. The 2021 baseline traffic volumes were determined using the City of Everett's expected growth rates for Colby Avenue, which is an annually compounding growth rate of 2.3%. The 2021 baseline turning movements at the study intersections are shown in Figure 4. The 2021 future with development traffic volumes were calculated by adding the development's trips to the 2021 baseline traffic volumes. The 2021 future with development turning movements at the study intersection are shown in Figure 5. The traffic volume calculations are included in the attachments. 6. LEVEL OF SERVICE The analysis of the study intersections has been performed using the Sl.7ichro 9.1, Build 903 software. The level of service analysis utilizes a future year of 2021 to be consistent with the City of Everett guidelines; however, the development is anticipated to be occupied prior to 2021. The level of service at the study intersections is summarized in Table 3.
