The objective to replace lost functions and values is through purchase of <br />wetland mitigation bank credits at Skykomish Habitat Mitigation Bank, which is within the same <br />drainage basin (WRIA 7). <br />Goal 1. Replace functions and values lost to the elimination of on -site wetlands. <br />Objective 1. Purchase credits from Skykomish Habitat Mitigation Bank, which is within <br />the same drainage basin as the development site (WRIA 7). <br />4.3 MITIGATION STRATEGY <br />The applicant is proposing to accomplish the objectives stated above through the following <br />measures: <br />• Purchase 0.275 credits from Mitigation Banking Services, LLC, the management arm of <br />the Skykomish Habitat Mitigation Bank. <br />4.4 MITIGATION BANKING <br />On -site mitigation for the permanent buffer impacts is not feasible given the topographic <br />condition, which requires that the on -site wetlands be completely excavated in order to level the <br />site. The only on -site area outside of the development footprint is a steep, mature forested area, <br />and would not be feasible for wetland creation or enhancement. Off -site mitigation is therefore <br />proposed through the purchase of credits at Skykomish Habitat Mitigation Bank, an established <br />wetland mitigation bank in the Snohomish River basin (WRIA 7). This mitigation concept is <br />allowed under certain circumstances by EMC 37.120(C)(12)(b). <br />Mitigation credit ratios for impacts to buffers have been determined for Category II and III <br />wetlands.
