PLANNED ACTION DETERMINATION INFORMATION <br /> SEPA15-034 <br /> AGENCIES WITH JURISDICTION <br /> 1. Washington State Department of Ecology—NPDES Permit. <br /> 2. U.S. Army Corps of Engineers, Section 404 permit. <br /> APPLICABLE CONDITIONS FROM SW EVERETT MITIGATION DECISION DOCUMENT <br /> Section 1: LAND USE <br /> 1. Where buffers are required adjacent to residential areas, an analysis of hazardous trees in the buffer <br /> must be completed by a professional arborist. Any trees that are hazardous (i.e., are diseased, <br /> damaged or leaning and are likely to fall on development) must be removed prior to issuance of <br /> occupancy permits, and preferably, prior to construction of structures on the site. Where they would <br /> not create a hazard, the trunks of these trees must be left for snags. For each tree cut, three <br /> coniferous trees must be planted unless the Planning Director determines that adequate screening <br /> exists without the additional trees. However, for each tree left as a snag, one coniferous tree must <br /> be planted. The arborist must submit a tree removal and replacement plan to the Planning <br /> Department and mark in the field all trees to be removed. The Planning Department must approve <br /> the tree removal and replacement plan prior to any activity in the environmentally sensitive area. <br /> Large woody debris should be retained where it would not create a hazard, such as causing flooding <br /> due to alteration of the natural hydrology of a stream system. <br /> 2. When approving buffers adjacent to residential areas that allow views through the buffers from the <br /> development, the Planning Director shall ensure that the development will be substantially obscured <br /> from the residential areas. The Planning Director shall require view analysis as necessary. <br /> 3. Rockeries and retaining walls greater than 4 feet in height and 40 feet in length that are visible from <br /> adjacent properties or public right of way shall be substantially screened with landscaping or <br /> architecturally designed and landscaped to break up the appearance of length/height in a manner <br /> approved by the Planning Director. Rockeries and retaining walls within required landscape areas <br /> shall not be counted in the required landscaping width. <br /> 4. If any archaeological resources or human remains are found during construction, the project <br /> proponent shall contact the Tulalip Tribes, the City of Everett Planning and Community Development <br /> Department, and the State Office of Archaeology and Historic Preservation. This contact will initiate <br /> a consultation process for determining subsequent actions. <br /> Section 2: TRANSPORTATION <br /> 1. All development must pay a fee of$1,006.00 per PM peak hour trip to fund system-wide <br /> transportation improvements. <br /> 2. Transit routes/schedules and high occupancy vehicle information must be prominently displayed for <br /> employees at on-site commute information centers and near associated walkways. Preferential <br /> parking space locations for carpools and vanpools must be provided on all sites. Buildings must <br /> incorporate bicycle and pedestrian amenities such as lockers, shower rooms, and bicycle stands. <br />
