Phase I Environmental Site Assessment <br /> EXECUTIVE SUMMARY <br /> Teutsch Partners LLC commissioned SoundEarth Strategies, Inc. to complete a Phase I Environmental <br /> Site Assessment of the Lona Vista Apartments Property located at 931 Broadway Avenue in Everett, <br /> Washington (the Property). The purpose of this environmental site assessment is to identify, to the <br /> extent feasible, recognized environmental conditions that may have resulted from the use, <br /> manufacture, storage, and/or disposal of hazardous or toxic substances that could affect the future <br /> acquisition and/or development of the Property. The scope of work included a review of historical <br /> documents regarding the Property, review of current federal and state lists citing known and potentially <br /> contaminated sites, interviews with present owners and site managers, a Property reconnaissance, and <br /> preparation of this report. <br /> Based on information reviewed in the course of this investigation and as discussed in appropriate <br /> sections of this report, the following development history was established for the Property. It appears <br /> that the Property was initially developed by 1947 with a single-family residence. A detached garage was <br /> constructed on the eastern portion of the Property by 1950. The residence and garage were demolished <br /> in 1963 and an apartment building was constructed on the Property. At the time of the Property visit, <br /> the Property was occupied by the Lona Vista Apartments. Adjoining properties include a mix of <br /> residential and commercial development. <br /> The following issues of potential environmental concern were identified during the course of our <br /> investigation: <br /> • The historical operation of a retail gasoline service station on the south-adjoining property. A <br /> retail gasoline service station operated on the south-adjoining property from 1960 through <br /> 1973. Limited impacts were reportedly observed in the course of a 2010 subsurface <br /> investigation conducted at the property by others. Approximately 34 cubic yards of petroleum <br /> contaminated soil was removed from the site in 2011. Groundwater was not encountered <br /> during the excavation. Ecology issued a determination of No Further Action for the site in 2012. <br /> Considering the regulatory closure and the lack of groundwater impacts, this former retail <br /> gasoline service station is not considered a recognized environmental condition. <br /> This executive summary is presented solely for introductory purposes and the information contained in <br /> this section should be used only in conjunction with the full text of this report.
