For example, as the eastbound through indication at the transit center driveway changes <br /> Ifrom green to amber, the indication at the PUD driveway will remain green for several additional seconds in <br /> order to allow all vehicles in between the two driveways to clear both intersections.Turning movements out of <br /> the driveways will be afforded similar treatment.Under Phase 3 as shown above in Figure 10,vehicles will be able <br /> I to turn both left and right out of the PUD driveway. As this happens, an overlap phase will be active for the <br /> intersection of 75th Street SW and the transit center driveway which will allow for westbound traffic to continue <br /> through the intersection under a green indication. <br /> IDetection for the two intersections is not restricted to any particular method. Because the PUD driveway <br /> entrance is not being modified,the existing stop bar loops for that approach can remain in place.There are no <br /> I existing loops for the 75th Street SW approaches.The proposed turn pocket into the transit center will only <br /> require stop bar detection. Detection can be used in between the two intersections to determine the proper <br /> amount of additional green indication that will allow vehicles to clear both intersections. <br /> ITraffic Mitigation <br /> The City of Everett requires that developers, both private and public, conform to traffic mitigation standards <br /> whenever improvements are proposed. In June 2014, modifications to the City of Everett's traffic mitigation <br /> requirements were approved and they took effect on January 1,2015(ordinance 3387-14). <br /> I The newly adopted standards mandate that developers prepare a traffic analysis in accordance with SEPA <br /> guidelines if more than 50 average PM peak hour trips are generated by the improvement. It is also possible for <br /> the City Traffic Engineer to require a traffic analysis be compiled even if the 50 trip threshold is not met. <br /> Additionally,a fee to mitigate traffic impacts is required for any site that generates 10 or more average daily trips. <br /> IGeneration information is to be determined based on the Institute of Transportation Engineers (ITE) Trip <br /> Generation Manual if the volumes are unknown.
