1
Draft Memorandum r
Perteet
2707 Colby Avenue,Suite 900,Everett,WA 98201 I P 425.252.7700 I F 425.339.6018
I
Lane Configurations
I The intersection of Seaway Boulevard and 75th Street SW is heavily used due to the vehicle volumes generated
by the Boeing plant. The north, south, and west approaches have dual left-turn lanes with protected phasing as
well as two through and receiving lanes. The east approach has one dedicated left-turn lane, one shared through
I and left-turn lane, and one through lane, as well as two receiving lanes.Additionally, the west approach has a
free right-turn lane that merges with southbound traffic 150 feet beyond the intersection. Crosswalks are
provided at the north and east crossings.
I 75th Street SW to the east of the intersection is a four-lane roadway with two travel lanes per direction. The
intersection with the SnoCo PUD operations center is a signalized T-intersection with crosswalks at each leg.
Phasing at the intersection is permissive for all turning movements and there are no dedicated turn lanes
I
provided.
Intersection Control
IBoth study intersections are fully signalized. At Seaway Boulevard and 75th Street SW, signal poles with
luminaires are located at the beginning of the receiving lanes. At 75th Street SW and the PUD driveway, however,
the signal poles controlling the east-west traffic are located 100 feet from the stop bar they serve (and 30 feet
Ifrom the beginning of the receiving lanes).
Signal design plans for the intersection of Seaway Boulevard and 75th Street SW were provided by the City of
I Everett. Those plans are included in Appendix A.Signal timing plans for both intersections were also provided
and are included in Appendix B.Figure 3 shows the phasing at each intersection.
IIISeaway Boulevard and 75th Street SW 75th Street SW and PUD Driveway
01 c m2 I
m3 '' m4 ,al e2♦_ 03 04
I --o-
111-t-k-110- -- / I /
05 06 1 07 fa 05 06 07 08
I
4-- Vehicle Movement * Pedestrian Movement
IFigure 3— Existing Signal Phasing Configuration
Volume Data
IThe City of Everett has performed one-day turning movement counts for each study intersection within the last
five years. At Seaway Boulevard and 75th Street SW,the counts were performed on Wednesday,August 18,2010.
I At 75th Street SW and the PUD driveway, the counts were performed on Thursday,August 9,2012.PM counts
were obtained on March 17, 2015.The AM, mid-day(MD), and PM peak hour turning movement counts are
presented in Figures 4 and 5.The count data is included in Appendix C.
I
I Page 3
File location:X:\Community Transit\Projects\201 10155-Community Transit On-Call\.016-Seaway Transit Center Preliminary Engineering\Traffic\Submittals\02-
Revision based on Katherine Casseday Comments\Seaway Transit Center -DRAFT Traffic Memorandum.docx
